Norfolk Airport to the cruise port: taxi, rideshare or rental car
Norfolk International Airport (ORF) is 10.8 miles from the Half Moone Cruise and Celebration Center, Visit Norfolk says, and it puts the airport 15 minutes from downtown. A taxi or rideshare from the Arrivals Terminal to Waterside Drive is the simplest way with luggage. Carnival's transfer page listed no Norfolk service when we checked on 3 November 2026, and we found no bus between the airport and the terminal.

Norfolk International Airport (ORF) is the nearest airport to the cruise terminal, 10.8 miles away, Visit Norfolk's cruise FAQ says. Carnival lists no airport transfer for Norfolk, and we found no bus between the two. That leaves a taxi, a rideshare or a rental car, and with luggage a taxi or rideshare to the drop-off on Waterside Drive is the simplest.
This site is independent. It is not the airport, the City of Norfolk or Carnival.
| Option | Where you start at ORF | Where it leaves you |

How far is Norfolk Airport from the cruise port?
10.8 miles, according to Visit Norfolk's cruise FAQ, which measures from Norfolk International Airport (ORF) to the Half Moone Cruise Terminal. Visit Norfolk's transportation page puts the airport 15 minutes from downtown Norfolk and one mile east of I-64. The airport is at 2200 Norview Avenue, and the terminal at 1 Waterside Drive.
Neither page says how long the drive takes in heavy traffic. Carnival's embarkation-day article tells cruisers to allow extra time for an unfamiliar city and for traffic jams, so build some slack into the day. The terminal guide shows where the terminal sits downtown.
How do you get from Norfolk Airport to the cruise terminal?
A taxi or rideshare is the simplest way. Both pick up at the Arrivals Terminal, and Visit Norfolk says taxis, Uber and Lyft drop cruise passengers on Waterside Drive, just past the terminal, in front of Town Point Park. Porters at the terminal check your bags there. A rental car works too, but you then pay to park it.
Visit Norfolk says to look for the drop-off signs, and personal vehicles and vans may not use the bus and shuttle lane in front of the terminal. On the way home, the city says passengers who have collected their bags and cleared customs are directed to waiting coaches, taxis, limousines or the parking shuttle.
Where do you catch a taxi or Uber at Norfolk Airport?
Rideshare pickup is curbside outside the Arrivals Terminal near Door 3, Norfolk International Airport says. Visit Norfolk's accessibility page says taxis, app-based rides, rental cars and peer-to-peer car sharing are all in the Arrivals Terminal. Limousines and courtesy vehicles pick up outside the Arrivals Terminal, between Crosswalks 1 and 2.
ORF's taxi page lists seven companies: City Wide Cabs, zTrip, Duke's Cab Company, East Side Cab Company, Eden Cab Company, Oceanside Taxi and Waterside Taxi Company. Visit Norfolk says zTrip has wheelchair-accessible vehicles with certified drivers, and that arriving travelers do not need to book them in advance.
Neither ORF nor Visit Norfolk publishes a taxi or rideshare fare to the terminal. Check the app's quote, or ask the driver before you set off.
Does Carnival offer a transfer from Norfolk Airport?
Not that we could find. Carnival's Airport and Pier Transfers page listed 14 ports when we checked on 3 November 2026, and Norfolk was not one of them. Visit Norfolk's cruise FAQ mentions no airport shuttle either, so plan your own ride from ORF to the terminal. A taxi or rideshare is the closest thing to a door-to-door transfer.
Carnival does sell flights. Its Fly2Fun program books flights on major airlines through Carnival, at least 4 days and at most 321 days before the cruise begins. Carnival says every Fly2Fun booking includes flight protection. If weather or a flight change delays you, Carnival makes other flight, hotel or ground transport arrangements at no cost to you and does what it can to get you to the port in time. If nothing can get you to the ship before it leaves its homeport, you get a Future Cruise Credit.
The Fly2Fun page also suggests booking Carnival's ground transfer, but Carnival's Airport and Pier Transfers page has no Norfolk entry.
Is there a bus from Norfolk Airport to the cruise terminal?
We found none. Norfolk International Airport's ground transportation page lists rental cars, taxis, rideshare, limousines and courtesy vehicles, and peer-to-peer car sharing, with no bus. Hampton Roads Transit's list of Norfolk bus routes, read on 3 November 2026, names no route to the airport, and the 11 stations of the Tide light rail do not include it.
Can you get to a Norfolk cruise by train?
Yes. Visit Norfolk says the cruise terminal is accessible by Amtrak and light rail as well as by car. Norfolk's Amtrak station is downtown, near Harbor Park, with an enclosed waiting area and a thruway bus connecting to Virginia Beach, Norfolk and Newport News. The Tide light rail has a Harbor Park station.
Visit Norfolk says Amtrak runs daily between Norfolk and Boston, with stops including Richmond, Washington DC, Philadelphia and New York. It does not say which light rail station is closest to the terminal, so check the Tide's station list against a map.
Should you rent a car at Norfolk Airport for a cruise?
Only if you want the car for the trip. Visit Norfolk says there are no rental car agencies at the cruise terminal, so a car rented at ORF either sits at the Cedar Grove lot during the cruise, at $15 a day when we checked on 3 November 2026, or goes back to the airport before you sail.
ORF's rental desks are on Level 1 of the Arrivals Terminal, open from 4:30 am until the last arriving flight. Alamo, Avis, Budget, Dollar, Enterprise, Hertz, National and Thrifty cars are picked up on Level G of Garage A, and American and Sixt on Level 1 of Garage A. Returns are on Level 2 of Garage A, except American and Sixt, which use Level 1. Visit Norfolk adds that rental agencies also have nearby locations, naming Enterprise.
At Cedar Grove you check your bags at the lot and ride the free shuttle to the terminal. The parking guide has the lot's hours, prepaying and the shuttle.
What time should your flight land for a Norfolk cruise?
In time to reach the terminal for your Carnival arrival appointment, which you choose at online check-in. Carnival publishes no Norfolk landing deadline that we could read. Its embarkation-day article tells cruisers to allow extra time for an unfamiliar city and for traffic. Carnival Sunshine's 14 November 2026 sailing, for example, leaves Norfolk at 4:00 pm.
If you will drive a rental car to Cedar Grove, plan around the shuttle. Visit Norfolk says the lot opens at 9:30 am on cruise days and the last shuttle to the terminal leaves at 2:30 pm. Visit Norfolk also advises passengers not to arrive before their scheduled check-in time.
To fly in the day before instead, see the hotels guide. Flights booked through Fly2Fun carry Carnival's delay protection, described above.
How early can you fly home after a Norfolk cruise?
Carnival publishes no earliest flight time for Norfolk that we could read, so work from the ship's return. Carnival Sunshine's 14 November 2026 sailing is due back in Norfolk at 8:00 am on 22 November. You then collect your bags and clear customs, and ORF says airlines recommend arriving 90 minutes before a domestic flight.
For an international flight, ORF says the airlines recommend two hours. If your flight leaves late in the day, Visit Norfolk says Nauticus, on the terminal's campus, stores bags for $10 each, the rate on its page on 3 November 2026. The terminal guide has the storage hours and what happens when you get off the ship.
Check your own sailing's times on Carnival's itinerary page, and find dates and lengths on our schedule.
